Parkersburg drug investigation leads to four arrests

PARKERSBURG — Four people were arrested Thursday morning on drug charges by the Parkersburg Police Department.

Chief Matthew Board said at approximately 5:30 a.m. Thursday, police executed a search warrant at 2106 17th St. in Parkersburg related to alleged narcotics use and distribution from the residence.

After receiving complaints from the neighborhood detectives began conducting surveillance on the residence and utilized other investigative measures to obtain a search warrant for the residence, Board said. When Parkersburg Police SWAT members executed the search warrant, seven individuals were located inside the residence. A search resulted in a small amount of suspected narcotics being located along with several items consistent with the use and distribution of narcotics, he said.

This was the second search warrant conducted at that residence this year, Board said. In February a search warrant was executed which resulted in narcotics being located and items consistent with the use and distribution of narcotics.

Following the February case, Shana Joy Yopp, 48, who owns the residence, was charged with maintaining a dwelling for unlawful controlled substance use. On Sept. 23, Yopp pleaded guilty to that charge and was placed on one-year unsupervised probation.

As a result of Thursday’s search, the following individuals were arrested and arraigned in Wood County Magistrate Court:

* Shana Joy Yopp, of 2106 17th St., was charged with maintaining a dwelling for unlawful controlled substance use and was released on a $2,500 bond.

* Danielle Sue Kuhens, 45, of the same address, was charged with possession of a controlled substance (heroin) and maintaining a dwelling for unlawful controlled substance use. Kuhens was released on a personal recognizance bond.

* Derek Douglas Oldfield, 39, of Marietta, was arrested for being a fugitive from justice on a failure to appear warrant out of Washington County and obstructing an officer. Oldfield was remanded to custody to await extradition to Ohio.

* Rafael Russell Delgado, 29, of Parkersburg, was arrested on a capias or failure to appear warrant out of Wood County Magistrate Court for a charge of second-offense shoplifting and was released after accepting a plea to the original charge.
