Wood County Grand Jury issues indictments

PARKERSBURG — Murder, child sexual assault, kidnapping, robbery and drug sales were among the charges returned this week by the Wood County Grand Jury.

Victor L. Thompson, 44, in custody at the North Central Regional Jail in Doddridge County, was indicted on two counts of murder and one count of burglary after allegedly shooting and killing Darren Jimmie Salaam, 36, of Akron in May of 2021.

Rhonda Bay, 35, Dudley Ave., Parkersburg, and Vincent Cross, 51, 1711 Staunton Ave., Parkersburg, were indicted for accessory after the fact to murder.

“They were directly indicted (and) have not been charged before,” Wood County Prosecutor Pat Lefebure said. “I can’t get into a whole lot of detail but we alleged that they assisted Mr. Thompson in avoiding arrest after the fact.”

Thompson went to a residence on 17th Avenue in Parkersburg to collect a debt and there may have been a disagreement involving a drug transaction before he shot Salaam through a curtain divider, Lefebure said during a bond hearing last year. Thompson was arrested in Ritchie County after a weeklong manhunt.

Duane Scott Byrd, 39, also at the North Central Regional Regional Jail, was indicted on two counts of first-degree sexual assault, three counts of sexual abuse by parent, guardian or custodian, two counts of attempted sexual assault in the first degree and incest.

An investigation revealed Byrd sexually abused a 9-year-old relative in 2020 by inappropriately touching the child while the child was asleep.

Jacob Levi Shields, 29, North Central Regional Jail, was indicted on three counts of kidnapping, two counts of wanton endangerment involving a firearm and one count each of strangulation, malicious assault, domestic battery, prohibited person with a firearm and obstructing an officer after an incident last August.

Shields allegedly beat and choked his girlfriend and would not let her leave the residence. When someone said they would call the police, he threatened everyone in the house with a gun.

“(She) stated she was not able to get away from Shields because he had severely beaten her in the past and she did not think she could get away,” the criminal complaint said.

Levi Scott Jarvis, 23, 1619 Washington Blvd., Apt. 4, Belpre, was indicted on first-degree robbery and conspiracy to commit a felony charges after he entered a house last November, pointed a gun at the victim and took three pairs of tennis shoes, the person’s wallet, $600 in cash and a check made out in the victim’s name.

“The victim advised she was in fear for her life,” the criminal complaint said.

Bailey D. Mayhew, age and address unknown, and Matthew Murray, 22, North Central Regional Jail were also indicted in this case on charges of accessory after the fact to robbery.

John Michael Sadler Jr., 32, 261 Volcano Road, Petroleum, was indicted on charges of fleeing form an officer with reckless indifference, fleeing from a police officer, obstructing an officer, possession of a controlled substance and the unlawful taking of a vehicle after a police chase last November with speeds reaching 75 mph in residential areas.

After a brief pursuit, Sadler exited the vehicle, fled into the woods and was apprehended after a brief struggle near Johnson T. Janes Park in Parkersburg.

Keith Allen Crace, 51, 150 Camelot Road, Belpre, was indicted on charges of wanton endangerment involving a firearm and brandishing a deadly weapon after allegedly walking through the Vienna Walmart with a gun. Court documents said he was found to be in possession of a .45-caliber pistol with a bullet in the chamber and had said he “wanted to go into Walmart and scare people with a firearm.”

Three co-defendants were arrested last September after they allegedly had drugs and paraphernalia in the same room as a child: James Michael-David Herrington, 30, North Central Regional Jail, on three counts of possession of a controlled substance with intent to deliver and one count each of possession of a controlled substance, maintaining a dwelling for keeping controlled substance, domestic battery and child neglect creating risk of injury; Courtney Elsie Cain, 28, 1815 Spring St., Parkersburg, three counts of possession of a controlled substance and one count of child neglect creating risk of injury; and Mark R. Hickman, five counts of possession of a controlled substance with the intent to deliver, two counts of prohibited person with a firearm and one count each of breaking and entering a vehicle, petit larceny and possession of a controlled substance.

The following people were also indicted Thursday:

* David Clifton Adams, 51, address unknown, was indicted on 38 counts of wanton endangerment involving a firearm, destruction of property and obstructing an officer from an August incident in which he allegedly fired multiple shots in his apartment building and a charge of possession of a controlled substance with intent to deliver from December.

* Derryl Anderson, 57, 712 29th St., Parkersburg, was indicted on six counts of forgery, six counts of uttering and one count of fraudulent schemes from July and August.

* Clifford Goans Batten, 36, North Central Regional Jail, was indicted on two counts of breaking and entering, two counts of grand larceny, two counts of destruction of property and one count of receiving or transferring stolen good; from June and July.

* Terry Ray Blakely, 33, 2018 18th Ave., Parkersburg, was indicted on charges of malicious assault and domestic battery from July.

* Brian Lewis Antwaun Bias, 59, 1000 15th St., Parkersburg, was indicted on charges of delivery of a controlled substance, possession of a controlled substance with intent to deliver and maintaining a dwelling for keeping controlled substances from August.

* Damon Thomas Brannon, 49, North Central Regional Jail, was indicted on 10 counts of failure to register from multiple months between 2018 and 2021.

* James Matthew Bunner, 39, North Central Regional Jail, was indicted on charges of driving with a revoked license and possession of a stolen vehicle from October.

* Co-defendants Sonja Raquel Campbell, 27, 473 Howell St., Akron; Tyrill Vaughn, 26, 871 Fifth Ave., Akron; Mary Hudson, aka Mary Beth Hutson, 41, North Central Regional Jail; and Jaylen Puzakulics, 18, North Central Regional Jail were indicted on two counts each of possession of a controlled substance with intent to deliver and conspiracy to commit possession of a controlled substance with intent to deliver from an investigation in September during which 82 grams of fentanyl and heroin were seized. Vaughn was also indicted on a charge of use or presentation of a firearm during the commission of a felony.

* Larry L. Carroll, 46, 1402 1/2 16th St., Vienna, was indicted on a charge of possession of a controlled substance with intent to deliver from August 2020.

* Clifford Jonathan Collins, 32, North Central Regional Jail, was indicted on three counts of possession of a controlled substance with intent to deliver and one count each of fleeing from a police officer and obstructing an officer from November.

* Stephen L. Colvin, 36, North Central Regional Jail, was indicted on six counts of possession of a controlled substance with intent to deliver and two counts of maintaining a dwelling for keeping controlled substances from May through September.

* Raymond Joseph Davila, 25, North Central Regional Jail, was indicted on charges of burglary, grand larceny and transferring stolen property from November.

* Antonia Manule Defrietas, 25, 3501 Camden Ave., Parkersburg, was indicted on charges of grand larceny and receiving or transferring a stolen vehicle from September 2020.

* Sean Thomas-Lamant Denton Jr., 18, 2897 Falcon Bridge Road, Columbus, was indicted on a charge of possession of a controlled substance with intent to deliver from July.

* Dallas Anthony Devan, 25, 1948 Princeton St., Parkersburg, was indicted on strangulation and domestic battery charges from November.

* Brian Keith Edgar, 35, North Central Regional Jail, was indicted on a charge of possession of a controlled substance with intent to deliver from July.

* Ryan W. Ewing, 33, 2805 Willard St., Lot 29, Parkersburg, was indicted on two counts of possession of a controlled substance with intent to deliver and one count of possession of a controlled substance, all from June.

÷ Michael Fowler, 41, North Central Regional Jail, was indicted on five counts of possession of a controlled substance with intent to deliver and one count of use or presentation of a firearm during the commission of a felony after a drug bust in October involving 1.9 pounds of fentanyl, 1.8 pounds of marijuana, 98 grams of crack cocaine, 143 grams of methamphetamine and 95 alprazolam pills.

* Ryan B. Francisco, 36, North Central Regional Jail, was indicted on charges of strangulation and third-offense domestic battery from July.

* Cory Alan Fout, 28, 1244 Cantwell Ridge Road, Walker, was indicted on charges of strangulation, domestic battery and unlawful restraint from August.

* Edward Eugene Gibson III, 36, North Central Regional Jail, was indicted on burglary and petit larceny charges from October.

* Anthony Lee Givens, 33, North Central Regional Jail, was indicted on two counts of possession of a controlled substance with the intent to deliver and one count of prohibited persons with a firearm from December.

÷ Co-defendants James Michael-David Herrington, 30, North Central Regional Jail,was indicted on three counts each of possession of a controlled substance with intent to deliver and one count each of possession of a controlled substance, maintaining a dwelling for keeping controlled substances, domestic battery and child neglect creating risk of injury after allegedly having drugs and paraphernalia around a child in September. Co-defendant Courtney Elsie Cain, 28, 1815 Spring St., Parkersburg, was indicted on three counts of possession of a controlled substance and one count of child neglect creating risk of injury

÷ Mark R. Hickman, 24, was indicted on five counts of possession of a controlled substance with intent to deliver, one count of conspiracy to commit possession of a controlled substance with intent to deliver and two counts of prohibited person with a firearm from July, as well and one count each of breaking and entering a vehicle and petit larceny (August) and possession of a controlled substance (May). Listed as Hickman’s co-defendants were Dakota L. Riel, 25, 19 Honeysuckle Road, Davisville, charged with four counts of possession of a controlled substance with intent to deliver and one count of conspiracy to commit possession of a controlled substance with intent to deliver from July; Crystal L. Higgs, 39, North Central Regional Jail, charged with two counts of possession of a controlled substance with intent to deliver and one count of conspiracy from July and possession of a controlled substance from September; and Jaylen E. Sharpe, 23, 901 Virginia Ave., Parkersburg, charged with possession of a controlled substance with intent to deliver and conspiracy from July.

* Tyson Chad Hill, 40, North Central Regional Jail, was indicted on two counts of child neglect creating risk of injury from August.

* Brian Christopher Hillabold, 38, North Central Regional Jail, was indicted on charges of fleeing from an officer in a vehicle with reckless indifference and possession of a controlled substance from September.

* Brian E. Hupp, 43, 4005 Sayre Ave., Lot 2, Parkersburg, was indicted on two counts of burglary and one count each of destruction of property and grand larceny from January 2021.

* Tyler Mark Hutson, 30, North Central Regional Jail, was indicted on charges of possession of a controlled substance with intent to deliver and maintaining a dwelling for the keeping of controlled substances.

* Tyler Dwayne Jenkins, 25, 613 13th St., Parkersburg, was indicted on charges of grand larceny, receiving or transferring a stolen vehicle and attempting to receive or transfer a stolen vehicle from October.

* Thomas Kaptis, 46, 1574 Elizabeth St. Apt. B, Belpre, was indicted on four counts of fraudulent use of an access device from January 2021.

* John Coy King, 35, North Central Regional Jail, was indicted on charges of grand larceny and conspiracy to commit a felony from September.

* Jeremy Gene Lewis, 43, 1103 21st St., Vienna, was indicted on charges of burglary, conspiracy to commit a felony, wanton endangerment involving a firearm, brandishing a deadly weapon, destruction of property and conspiracy to commit a misdemeanor from March.

* Timothy Wayne Lewis II, 30, 302 Dempsie Ave. Parkersburg, was indicted on two counts of breaking and entering and one count each of burglary, grand larceny and conspiracy to commit a felony from July.

* Rodney Keith May II, 35, North Central Regional Jail, was indicted on two counts each of possession of a controlled substance with intent to deliver and conspiracy to commit possession of a controlled substance with intent to deliver and one count each of receiving or transferring stolen goods and fraudulent use of an access device from August.

* Jacob Tyler McClead, 24, 40 Cunningham Lane, Apt. 401, Elizabeth, and Kelina Ray Waggoner, 27, 137 Slate Run Road Belleville were each indicted on four counts of forgery and four counts of uttering from July, 12 counts of conspiracy to commit a felony from June and July and four counts of fraudulent use of an access device from June.

÷ Tommy E. McElfresh, 60, 3107 Custer St., Parkersburg, was indicted on one count of fraudulent schemes and two counts of conspiracy to commit a felony from July through October. Co-defendant James Layne, 37, 831 Belrock Ave., Belpre, was indicted on one count of fraudulent schemes, eight counts of uttering and two counts of conspiracy to commit a felony from July through October.

* Jorge Luis Montalvo Jr., 20, North Central Regional Jail, was indicted on three counts of possession of a controlled substance and one count each of attempt to acquire possession of a controlled substance through misrepresentation, fraud, forgery or deception and maintaining a vehicle for keeping controlled substances from August.

* Justin A. Nutter, 38, Huttonsville Correctional Center, was indicted on an escape charge from October.

* Leah K. Parker, 45, 3603 Jefferson St., Parkersburg, was indicted on two counts each of child neglect creating risk of injury and possession of a controlled substance and one count each of illegal possession of explosive materials and maintaining a dwelling for keeping controlled substances from October.

* Dustin Wayne Parsons, 27, 180 Ash Circle, Davisville, was indicted on six counts of delivery of a controlled substance from September and October.

* Dana Paul Persinger, 34, North Central Regional Jail, was indicted on three counts of second-offense possession of a controlled substance with intent to deliver and one count of maintaining a vehicle for keeping controlled substances from November.

* Amanda Lynn Phillips, 31, 1513 Staunton Ave., Parkersburg, was indicted on two counts of grand larceny and one count each of breaking and entering and conspiracy to commit a felony from January 2020.

* William Coty Powell, 36, North Central Regional Jail, was indicted on three counts of second-offense possession of a controlled substance with intent to deliver and one count of maintaining a vehicle for keeping controlled substances from August to October.

* Candice Diane Prather, 37, North Central Regional Jail, was indicted on a charge of fleeing from an officer in a vehicle with reckless indifference from August.

* Kaitlin Pryor, 27, North Central Regional Jail, was indicted on six counts of delivery of a controlled substance from October.

* Jason Leigh Richards, 43, 1067 Scaly Ridge Road, Vincent, was indicted on charges of third-offense driving while impaired and fleeing from an officer in a vehicle while in an impaired state from September.

* Raheim Robinson, 27, 503 Winding Willow Way, Columbus, was indicted on three counts of possession of a controlled substance with intent to deliver from September.

* David Allen Rowe, 34, address unknown, was indicted on five counts of second-offense failure to register from August through December.

* Jessica Marie Ruble, 35, 112 Valley Mills Drive, Parkersburg, was indicted on charges of receiving or transferring a stolen vehicle, grand larceny and unlawful taking of a vehicle from March.

* Allen Richard Sampson, 32, 206 Brentwood St., Marietta, was indicted on 10 counts of failure to register from May to September.

* Zachary A. Sandy, 30, Mineral Wells, was indicted on 16 counts of fraudulent use of an access device from April, May, August and September 2020.

* John Alan Sattler, 32, aka John Alan Sattler II, 1614 Pearcy St., Parkersburg, was indicted on charges of possession of a controlled substance with intent to deliver and persons prohibited from possessing a concealed firearm from July.

* Dennis Odell Schott, 63, 1106 18th St., Vienna, was indicted on charges of wanton endangerment involving a firearm, brandishing a deadly weapon and obstructing an officer from January 2021.

* Ceclia Kathleen Schultz, 22, 4801 2nd Ave. Apt. 4, Parkersburg, was indicted on charges of taking the identity of another person, forgery and uttering from February.

* Owen Shomo, 25, 1708 Park St., Parkersburg, was indicted on a charge of conspiracy to commit the delivery of a controlled substance from July through September.

* Todd C. Young, 32, North Central Regional Jail, was indicted on charges of fleeing from an officer in a vehicle with reckless indifference, fleeing from an officer in a vehicle causing bodily injury and fleeing from a police officer from October.
