Is the DREAM Act a good idea?

The DREAM Act is a bill that "would grant undocumented students who were brought into the United States as minors by their parents a path to citizenship through higher education or military service." Some say it's a good way of illegals of good standing a path to citizenship that would also benefit the US. Others say the program will costs billions, reward illegal behavior and hurt citizens trying to attend college. Is it the right thing to do? Will the results justify the cost? Thoughts?
