Change the user rating system on this website. Yes or no?

I vote yes. The user rating system needs changed. As it is, you have some users that continually make disagreeable posts, getting 95% "disagree" votes every time they post, and yet their ranking on the front page stays in the top six "Highest Rated Users". The only reason I'm posting about this, is... Casual readers can mistakenly get the impression that these disagreeable posts are expressing a popular view of people in the valley. They clearly are not, at least among those readers that choose to vote. I know this is true because I've already had to explain it a few times to visitors from out of town. I suggest a change in the ranking system or removing the list.
