US Foreign Aid to Neutral Parties: Why are we doing it?

Now I am all for assisting our allies or even the downtrodden nations of the world. But given our own economic situation and Congress's attempts to curb spending. Why do we still give over a half a billion dollars in aid to the Palestinian Authority?
