This fallacious assumption that Social Security, Medicare, Medicaid, plus paid-in unemployment taxes by employment is totally a misdirected attack on a full-worker monies paid in to the funds. The funds never were, are not now, and never will be in arrears - contrary to Koch Brothers, et al.
The propaganda being spread by Republicans and others is just that - propaganda about a debt of $17 trillion which is dubious at best. These monies could and would disappear overnight should President Obama and the Democrats in Congress stand tall and say winners set the terms and losers abide by the result - anything less and they have bought the Republican line.
I only point this information out to indicate that there is an abundance of misinformation surrounding this whole debate.
