He is the son of Vivian Rowan of Belpre and Blake Rowan of Vienna.
The bride-to-be is the granddaughter of Hazel and the late Robert Way of Vincent and the late Leo and Georgia Tallman of Van Buren, Ind. She is a 1998 graduate of Warren High School and a 2003 graduate of Marietta College.
