The city needs someone to oversee the contractors to be sure the job is done according to spec.

If the city intends to pave the same way they let their contractors pave the streets after pipe replacement in North end then they may as well leave them as dirt roads. Really? Is that what the low bid is getting the taxpayer? Recently on 26th st there was a water main break. You should see the condition of the repair job that was left behind for that project. Maybe fewer projects for the downtown area are in order as we need the money to do a reasonable job for the community as a whole.
