Every council for the last 40+ years has had someone who votes against nearly every resolution, budget, or ordinance. It looks like Mr. Kelly intends to be that person for this council. Frowning and scowling, they refuse to even consider the benefits of any idea, preferring instead to listen to the local sadsacks who exist in a state of perpetual negativity. In this forum, the worst gloom-and-doomers don't even live here and wouldn't attend a council meeting if they did. Council members need to be paying attention to what is going on in their own district and addressing those issues instead of trying to run the entire city into the ground because they have a grudge against the current administration.

A city manager would be perfect for Parkersburg. No more polotics, and no more city council controlling the city. That's what a city manager is for. He or she will run the city's business and council only meets to vote on funding changes that the city manager has requested. Makes everything run smoother and cheaper for the city. This is another way to remove your rights, because you no longer have the power to vote for who controls your money. Remember when they say "trust me, I am with the government, and I am here to help you". Think before you give up another right.
