The only way this will EVER change is to reinstate natural consequences, i.e., "if you don't work, you don't eat." Nobody wants to start this because it is not PC and children might suffer as a result. However, I believe if the government stops enabling people, their natural insincts WILL kick in and they will rise to the occasion. But it absolutely will not happen until then.
