Suttle, or Subtle , not sure what your name means, the reason that the Mine Owners get away with ignoring safety regulations, and fines is pretty simple. They just buy the Judges and the Inspectors. Problem solved.

Why do companies and politicians give so little value to a coal miner's life? Why do politicians pass laws but then do not enforce them all the while giving a wink to the coal corporations just so they can keep mining as usual? But now mining has strict enforcement, which is to say the laws and regulations are actually being applied when in the past they were mostly ignored. Can you imagine the airline industry with no enforcement of regulations, or the construction industry with no enforcement of regulations? Why is it then we not only imagine the mining industry with little or no enforcement, but we actually accept the loss of lives as the normal cost of mining...Righteous indignation for enforcing the law...how about righteous indignation for all the coal miners that have died in the name of money and greed?
