The problem with the act has nothing to do with Manchin. The problem has to do with the 27th Amendment to the US Constitution. No law regarding Congressional pay raises or reductions can take effect until after an election of the House of Representatives.
Even if the law passed, it would be until the 2014 election that it would take effect.

It's the principle of the matter. No employer would pay an employee for continuing to fail at job performance. Why should the public continue to pay the elected representatives, especially when it is out of a budget that doesn't exist because they won't agree on it? The only thing I have a problem with is that the deadline is still 3 months away. Really? Make it interesting and put the vote before the next pay period ends...that might get some of those suits moving.
