Money is funneled into much more ridiculous ventures than the Civil War reenactors. These people are part of something with huge historical relevance, and their shared presence is important. I, for one, have no problem at all with a little money going their way so they can continue their mission, reminding the younger generations of the origins of their roots and reminding us to not forget where we come from either.
